An Act to provide for the regulation of the online use of deepfakes and for related transparency measures
This enactment enacts the Regulating the Online Use of Deepfakes Act to regulate the online use and dissemination of deepfakes, to increase transparency and to protect individuals and their interests from significant harm. It also establishes an administrative monetary penalties scheme to promote compliance with the Act.
This bill, titled the Regulating the Online Use of Deepfakes Act, aims to protect Canadians from the harms caused by "deepfakes." Deepfakes are realistic fake videos, audio, or images created using artificial intelligence that can falsely represent someone without their consent. These can be used for fraud, harassment, and other abuses, causing significant emotional, reputational, and financial damage.
The bill would require online operators, like social media platforms, to identify and label deepfakes, and to take steps to prevent the sharing of harmful deepfakes. They would also be required to remove harmful deepfakes once identified. Operators who fail to comply could face financial penalties, and their directors and officers could also be held liable.
