An Act to amend the Canada Post Corporation Act
This enactment amends the Canada Post Corporation Act to
provide that the Corporation must not refuse to provide a postal service within Canada for the interprovincial collection, transmission and delivery — direct to consumers — of beer, wine or spirits;
give the Corporation the sole and exclusive privilege, within Canada, of collecting, transmitting and delivering interprovincially — direct to consumers — beer, wine or spirits;
create an exception to this privilege for trusted carriers;
authorize the Governor in Council to make regulations respecting trusted carriers; and
provide for publication requirements.
This bill proposes to amend the Canada Post Corporation Act to allow Canada Post to deliver alcohol (beer, wine, and spirits) directly to consumers across provincial borders. It would give Canada Post the exclusive right to handle this interprovincial delivery, similar to how they handle letters. However, the bill also includes provisions for "trusted carriers" who could be authorized to deliver alcohol under specific regulations set by the government.
