give the Corporation the sole and exclusive privilege, within Canada, of collecting, transmitting and delivering interprovincially โ€” direct to consumers โ€” beer, wine or spirits;

create an exception to this privilege for trusted carriers;

authorize the Governor in Council to make regulations respecting trusted carriers; and

provide for publication requirements.
